Hot water coming out of a faucet is not hot enough to kill germs, so it really doesn't matter if you rinse in hot or cold. When you WASH dishes, you should use hot, not because it kills germs, but because it helps loosen and dissolve dirt and grease better. But after you wash, it makes NO difference whether you rinse in hot or cold water. In fact, it might be more environmentally friendly to rinse in cold. Saves electricity (or gas... whatever your hot water heater runs on). If you want to sanitize your dishes, put a cap full of bleach in your rinse water.

the temperature of the water has nothing to do with killing germs. The hot water only helps to rid the grease off the dishes. The soap you use has all the cleaning power

You need to rinse in hot, then you can use a cool water bath to defog, so to speak, some restaurants do this with drinking cups and glasses. They rinse in hot then put them in a cool water bath with sanitizer in it.

We do all these things when we wash dishes, then we set them in a dirty dish rack to dry. Or we dry them with a towel. Worry more about how they dry.
