The President can urge the Senate for legislation to pass and he threaten a veto of the bill.
Also, the President can draft legislation for the Senate to see.

But: the President cannot seat peoples on committees. that's the responsibility of the Senate's leaders and the House leaders.

This true example may help.

Back in the '30s, Lyndon Johnson was a Senator.
Being from Johnson City, near Austin, TX. , he wanted to build the Pedernales River Project, 5 lakes, which would generate electricity.

President Roosevelt nixed that idea, and probably threatened Veto.

Later on, Pres. Roosevelt had a project that he wanted very badly. He called in Johnson and asked for his support since Johnson held great respect and power in the Senate.

YUP! You guessed it. Johnson succeeded in passing Roosevelt's project. "In exchange" for the Pedernales River
Project.

SO, in Austin, there remains the 5 lakes producing electricity.
One lake was originally named Lake Marble Falls.
This was changed after Johnson became president to Lake Lyndon Johnson.

That's how a president influences voting on his pet projects.
You scratch my back, and I'll scratch yours.
Cost be damned!

Homework huh?

Your committees are often appointment-ed by YOU, so before they take their seats, you know their vote.

Often there are not "dramatics" of the VOTE. Most folks are on board before the actual bill has been written and submitted, if not, that is a serious waste of committee time.

In the answer, the PRESIDENT....only tell the people of his staff (if he needs too- most do it automatic) what he wants an outcome to be. This is LONG before any debates on the the Congressional floor.
