Unless the site has an RSS feed you can access or they're using something that dynamically pulls data from their internal databases, like AJAX, there really isn't a way to do it without refresh.

You can't
When changes are made to any Web Site the only way to view the changes is to refresh.
Unless you are the System Administrator, and you are the person making the changes. Only then if you don't Publish the changes to the site.
