Neither, it never came up when I was a child. Inside, they always wore shoes, while I usually would take my shoes off, and they really didn't mind one way or the other, it was just what I liked and it was fine with them. Same with going barefoot in the back yard, I loved it and did, but they neither encouraged or discouraged it.
Going barefoot in public never came up. I didn't know anyone who did, can't recall ever seeing anyone barefoot on the street or in a store as a child, and I never got the idea by myself. When I first heard of it I was almost 29, and while I'd never before given it any thought, I still knew immediately I'd never want to wear footwear again! My dad was long gone (I doubt he'd have had a problem with it, he was pretty open-minded), my mom thought it a bit strange but she never seriously worried about it or tried to talk me out of it.

My parents always encouraged it on myself and my brothers and sisters. I grew up on a farm and they told me all of us were raised barefoot for a while to make our feet tougher. But even when we were a bit older but not teenagers mom always encouraged us and our friends to go barefoot on warm days.
She'd used to say "It's a bit warm for socks don't you think?" or "Why don't you take your socks off and let your feet breathe"
Mom went barefoot a lot back then as well so I have followed in her footsteps, if I have children I will encourage it.

It depends. Inside we don't wear shoes. OUtside we usually do, unless it's summer, than we go barefoot outside sometimes.

My parents don't know what shoes are ...they like to bond over a bit of callus shaping ...36 years and counting...this little piggy goes to market... (c;
