I would say B. But you left out the fact that Kennedy didn't invade Cuba, and left fidel, a sworn enemy of the USA, at 90 miles of the south border. It is like having a mortal enemy in your back yard. Bad, bad thing.

Had not Gorbachev unwillingly destroyed the soviet union and comunism in Russia, fidel would be knocking on the doors of the White House to tell the president to beat it, because he was taking charge

Don't really care for a lot of Wikipedia, but this entry seems fair and detailed. The other two sites contain declassified documents and audio tapes of Kennedy during the crisis.

A) Khrushchev considered Kennedy a young, weak leader and probably figured there would be no fallout (an unfortunate use of the word) over placing missiles in Cuba. This type of brinkmanship was common during the Cold War.

B) Well the Cubans had supplied the labor in helping to build the sites.

C) The removal of the missiles from Turkey was part of the deal. Because of this many feel that Kennedy actually lost in this confrontation. The Soviet Union came out ahead.

D) The "hotline" was implemented after the crisis was over.

Added later: None of your answers may be correct. Looked at it again and the removal of the missiles from Turkey was given to the Soviets as a face saving gesture. Like I said many think that Kennedy blinked first. At least there was a happy ending. Sort of.
