what are some aspects to consider before enroll myself in a community college or university ?

I my name is luis and Im a international student and I work for the us army and well since I joined in the army like a year and two months and I trying to look for advices or recomendations to be consider as a first time student to enroll whether in a comunity college or university also starting with a degree program which one I'm interest in International Business in technology or Ingeniere in Technology or start my general studies also if it is a good Idea to use my GI BIll or TA or tuition assistence program if it fast and better take clases online also I need to know what kind of things or aspects I have to be careful.
