I know that So Cal is a dream for many Americans, but to those who've also been to Northern VA and Southern MD (ie the affluent areas of the DC metropolex), which place did you find better to live in? I mean: Which was more affordable, cleaner, safer, fiendlier people, better facillities, etc??

Please feel free to answer in length if you wish; for every piece of information you say shall be considered important by me.

It depends on what your needs are. Traffic is bad in both places, but you really need a car in Southern California (not so much in the Bay Area, FYI). The closer you are to Washington, DC, the better the transit options in NoVA.

The weather is nicer in SoCal, but in NoVA, you do experience the changing seasons. If you don't mind a few months of cold weather, you'll be able to deal with NoVA. If you like sunny and 72 most days, you'll want SoCal.

Both can be pretty expensive, so cost really isn't a factor here.

Check the job markets of your field, and whichever has the best opportunities, move there.

More affordable and friendlier people? I would say northern Virginia. I grew up in So Cal (born and raised) and have been to northern Virginia/D.C. Virginia is greener, houses large for less money, while real estate in So Cal is expensive.

However there is a caveat--LA has a lot of negatives and positives, but if you want the best of Southern California I would head to San Diego instead. Why? Because it is "more affordable, cleaner, safer, friendlier people, better facilities, etc." compared to Los Angeles. Real estate in San Diego is less expensive, it is compact, right by the beach, and nice weather year round. Because it is compact you can easily get around. It is clean and has a vibrant nightlife, with nice suburbs.

I vote for Northern VA and Southern MD over Southern California because it's more substantial.

I've never lived in California (and never had any desire to), but I believe the real estate there is much more expensive than Virginia. I live in Arlington and love it - there is so much to do in DC (and lots of it is free!), there's a great public transportation system, lots of young professional people, and - while sometimes the weather is crummy - all four seasons are well-represented.

that's tough. LA is hell on earth, but NOVA is right next to DC which is a corrupt cesspool with bad weather. I guess NOVA but the better option is probably to go somewhere in between, or better yet, north to NYC or San Francisco.
