I don't know the movie, but let's break it down. Kweelok is doing taxes, so he's probably a Jew. Now, there are a lot of movies with Jews in them, of course, but if i had to guess just one, I'd say it's the great movie produced by our Jewish friend Paul Monash - Big Trouble in Little China.

The movie Robin Hood Prince of Thieves has a character called Kneelock but it's been ages since i saw it so am unsure if he collected taxes.
