The word sacrament does not exist in the Bible. The biblical word is 'ordinance'; and there is no marriage ordinance.

Marriage, as a sacrament, is a model of the relationship between Christ, and the Church. The Spirit, and the Body. It's the foundation of Western Society. It's called social engineering also.

Religions made it so. Marriages can have a religious aspect to them and many do but primarily it is a legal contract between two people. It is a contract approved by the State and was a political and legal union long before religions came into it. All societies have marriages as legal contracts and in many societies it is not a religious ceremony.
