I believe you're correct - 16 with parental consent, 18 without it.
The best place to find out would be to check on a popular parlor's website. Here in southern Oregon, lots of them have specific rules and procedures written out.
If anyone is willing to give one to you younger without parental consent, you probably need to worry about how safe it is. Most places are more than happy to show you beforehand their sanitation procedures and whatnot...
Take your time. Tattoos are permanant - make sure you find the right place AND the right artist - you'll never forget the person that put ink on you, whether it turned out horribly or beautifully!

nope its not true i live in oregon and my friend was 17 and his parent tried signing it didnt work he had to go to a different state to get it.. u have to be 18 in oregon..
