I am looking for someone who can accurately and fairly judge the skill of an elderly person to drive. I am not talking about evaluating elderly ppl who are obviously sick (bedridden), completely demented or completely blind.

Take them to a doctor and ask their opinion. Also get a good eye exam. If you still have concerns contact a driving instructor who can ride with them and make an assessment.

It is a physician's obligation to do that. In California, the docotor is required to report such conditions to the Department of Motor Vehicles. Conditions may include epilepsy, or any other conditions that may cause lapse of consciuosness, loss of vision or motor control, many types of dementia, etc.
The DMV can, at the time of renewal, require someone to take a basic visual exam, but, all they can do to someone failing it is to suspend the license, pending examination by a qualified physician.

The states have a department of motor vehicles. They have inspectors that issue initial driver licenses. The DMV should have inspectors available that can perform a driver review and evaluation. Contact the state DMV.

Take them to a doctor, get a complete exam. Eye test, very important. Please note, there are some young drivers out there that are questionable! Can't 'really' go by age, because everybody is different.
