Usually a home's square-footage is stated as the area that is heated an/or cooled, regardless of where it is located within the home. Any unheated space is usually stated separately. Check w/ a local area Realtor for a definitive answer.

depends on the city/county codes where you live. Here, if its a walkout type of basement, with an exit and escape windows, you can count it.
