there is a bleed valve on the fuel rail near the injectors.
to bleed the rail turn the key to on
remove the cap on the rail
use a small phillips head screwdriver or an ice pick to
push valve down(just like you would to let air out of a tire)
when the fuel squirts out the air is gone and the jeep should start.

You can pour some fuel additive in the carb. You may have roached your fuel pump, or the fuel filter got clogged as the sediment in the tank and gets drawn in when the tank gets that low.
If you turn the engine over for 10 seconds and see if you smell gas, if not then no fuel.

possibly the gasoline clear out have been given clogged up once you pumped the water and crud out of the backside of your gasoline tank. with any luck the completed pump hasn't burned out because of loss of cooling. generally, the gasoline cools the pump motor, yet once you run out of gasoline, it ought to reason pump issues. Get a gasoline tension gauge and connect it to the schrader valve on your gasoline injection rail if there's a schrader valve (sounds like an air fill valve on a tire). you should examine 40 psi or so i think. yet replace the gasoline clear out first.
