they cant afford to just get an apartment and live on their own. Is there some government funded programs they can use? and if there is how can i get information about it?

If they can't afford to live on their own, they shouldn't have babies. They need to put the babies up for adoption so that the babies can have the best chance possible for a good healthy life.

They can contact Children and Families Department of Welfare in the city where they live. That's a start. They won't provide shelter but they may be able to help them find the right resources. They can apply for food stamps. Where there are small children involved, there are more programs available. They can also contact the Red Cross office nearest them. The people there can direct them to shelter and to find out what other resources are available to them.

they can stay in a shelter, go an government assistance, and get low income housing, look under Ontario works or were u live welfare. good luck

Absolutely, they can go to the welfare office.
You can help some, but your friend is going to have to take responsibility for her own situation. Don't try to rescue them, you'll only set yourself up for burn-out.
