First things first. It is "Divine" not Davine and it is "Satan" not satin.
Satan knew he did the wrong thing. I do not agree that he doesn't think he did wrong.
The problem is his heart condition. If someone was truly sorry for doing something to me and I could tell they were sincere, then I would forgive them.
Well, God knows everything. And I can guarantee you that Satan is NOT sorry for what he has done. So there needs to be a measure of reason in order to forgive.
Also, this saying not from the Bible.

As far as we know.. Satan KNEW the TRUTH.. .Satan however offered a CHOICE to Eve. EVE was the one that made the decision. This is what we know to be true according to the bible Genesis (The fall of Man).
If you enjoy the finer things in life, such as clothing, tv's shopping, money.. etc. It's BECAUSE Satan had a role in that.
As far as Satan not being forgiven.. have you ever looked at Satan, just bein given another part of God's kingdom?.. God has shown Grace to Satan by allowing him to rule his own part of the heavens. Just like God, has grace for all of us!
If you believe in any type of concept, principal or morale, then you believe that there has to be an opposition for something to create. If absolution to this world was an answer, and not made up of questions or have teachers and have students FOR the teachers, then this would be one pretty boring world!
However, because of God's grace for humans, and His creations, God has allowed us a choice. That choice in how you use it determines HOW, you show that God is actually Real!.
Proof that He is real .. God = Creation..
anything that has been created is proof to show that God is existing. Anything that is materialistic shows that Satan had some role in it.
Here's the thing, if you go to JOB in the bible, it states that Satan wanted JOB. God made an agreement with Satan. hmm what this tells me, is that Satan KNEW Satan's place among the heavens... Now it's up to us to accept OURS!..
We are all individuals full of GRACE. How we effect the world shows opposition in everything!... look at the Great Philosophers' like Jesus, Socrates, Buddha... etc.

Your question: If forgiveness is Divine, why doesn't God forgive Satan?
Satan is proud, jealous of God, evil, threatening, hateful, greedy, and eager to prey on the weaknesses of man. He is not a demon with humility, kindness, joy, peace, or love. His ultimate desire is to destroy us, for we are created by God, and redeemed through Jesus Christ.
Anyone should be able to recognize that an ordinary person (never mind Satan!) who is proud, jealous, evil, threatening, hateful, greedy and eager to prey on the weaknesses of man is not someone we could expect to ask for forgiveness, and especially to really mean it.
So it is with Satan. This horrific demon would never bow before God asking for forgiveness.
Forgiveness is a great blessing to receive, but we must regret our actions first.

Satan doesn't think he did anything wrong.
Forgiveness is there for the asking.
First you make an act of contrition, then confess your error.
That takes humility, a lot of humans won't do it either.

First off, God didn't chose to die for Lucifer and his angels like he did us. Second, the devil has devoted his eternity to trying to overthrow God, an impossible fleet.
