why do people smoke cigars if you dont get a "buzz" and you dont inhale it? do you just puff smoke?

Cigars do give a buzz. The nicotine in the smoke is absorbed in your mouth through the semi-permeable membrane. Because less nicotine is absorbed through your mouth, that is the reason cigars are normally larger than cigarettes.
