I have these neighbors who are loud all the time. The cops have been called several time. They fight among themselves. They are racist. They only rent and have about 10 cars parked in the street. Only three of them run. A letter was written to their landlord complaining about them and 95% of the neighborhood signed it. I think the landlord contacted them about it. However, it did not work. They continue on. They work on their cars in the street and even weld. Is that legal? They have this piece a crap bug that is so loud. They purposely rev up the engine and go around the block numerous times. I think they want to piss everyone off now. What am I to do now?

Also, code enforcement was contacted. They were notified about the excessive vehicles that these neighbors have. They told me that they could have as many cars as they wanted as long as they were registered and had up-to-date license plates...

MOST CITIES HAVE A NOISE ABATEMENT LAW.
ABANDONED CARS ON A LOT ARE RESTRICTED TO THE CITY CODES.
WELDING ON THE STREET IS A VIOLATION OF THE CITY CODES FOR WORKPLACES (MECHANICAL SHOP / WELDING SHOP / GARAGES.)
LOUD VW LAWS FOR VEHICLES AND NOISE FROM ENGINE. MUFFLERS AND TAILPIPES.
SUE THE LANDLORD FOR ALLOWING THEM TO BE LIVING THERE.
GET THE LICENSING DEPT DOWN THERE TO SEE WHAT IS HAPPENING.

Just keep complaining to the cops. Eventually they will get tired of it and possibly do something. I wouldn't do anything myself there's no sense in you getting into trouble because of them their not worth it.

Be careful my sister had that same problem and when they found out she complained, they beat her up,well that's what took for them to get evicted.
