If I go to acupuncturist , they tell me which part of the body is not functioning right.. can the acupuncturist telll whether the patient had heart attack or stroke by checking the pulse?? they are known to tell which part is not functioning by checking the pulse...

They don't know. Accupuncture doesn't work for the reasons they say it does. It is pretty much either the Gate control Theory or just plain old placebo effect. It has nothing to do with meridians or whatever else they claim. (If you want, I can look up the studies backing this point)
That said, pulse tells you very little about coronary circulation.

They can`t say whether you had heart attack or not even after checking your ECG
