In other words, can I apply as if I were 18?

I believe you can get a permit at 17 1/2 without going to driving school. Then by the time you're done practicing and ready to take the test, you'll be 18.

You have to be 18 not 17 1/2 to not go through driving school.

In CA, you can only have a provisional license until you turn 18. Lots of restrictions on those also.
