Do all HD video cameras have the same video quality.?

I am making an independent film... I want to spend as little as possible and i would like to know if it is really even necessary to buy thousands of dollars camera when I can just buy a smaller one that's cheaper and works just as well.

No, all HD cameras are not created alike.

If your're just considering video quality, the main differences can include the camera's lens, optical zoom capabilities, manual focus adjustments, image stabilizing capabililites, ability to interchange lenses, and the actual HD record codec. And all these factors only pertain to video quality. For an independent film you'll need good audio as well as good video, a factor missed by most.

Even within Professional and Prosumer cameras there are significant differences between cameras.

My recommendation: craigslist.com in your area has camera operators and DPs looking for work for their reels, and they'll often work for free for a good project if you can feed them.

HDD and HDV require a very heavy dose of MP2 compression to get the data rate down to recordable levels. So a lot of the "quality" issues revolve around how good the compression codec performs. The "good" feature of the inexpensive cameras is they can produce both a 16:9 picture and 24p scanning, so it will cut in with traditional film much better than tradional camcorders.
