This is something I've been wanting to do for awhile and I just want details for now.

You could talk to someone at your state library department (check your state website - might be under dept of education) and see if it's possible, and what it would take. You could just buy books and open a library on your own if you can afford it. Be aware that public libraries don't get ALL of their financing from government funds.

you dont. they are run by the city or county councils.

But you can start a bookstore. Where you need to rent the shop, pay for a business license, buy books, pay for advertising and taxes.
