Usually yes you do have to wait unless you get an "in" with a ranking officer who can pull some strings. If you are an animal and what they want on the front line then it will help out alot.

Yes, a minimum of two years, but more than likely will have to wait until reenlistment time.

If you've been through training, you'll have to wait (probably until you reenlist). If you haven't gone to bootcamp yet, you'll have to talk to your recruiter.
