yes. until you are 18, you are still a child. it's abuse, provided your friend is telling the truth about what happened. he needs to call the cops.

It could certainly be child abuse, or maybe your friend was abusing his brother and the dad stepped in. You don't actually know what happened because you weren't there.
But it does seem to me that there needs to be some intervention here. I'd advise him or his dad (whoever's not the perpetrator) to call the police. If you know his address you could call Child Protective Services or the police; or talk to the guidance counselor at school.

ya thats child abuse... it sounds like they were wrestling and it got WAY too physical,,,, i would consider that child abuse... has somthing like this happend before?? i would just watch my friend and if it happens again tell someone else like a school counseler or a close adult friend.... because this could be the start of some horrible stuff if it does keep happening... keep being there for your friend and watch for some other signs of abuse.

You are a child until you are 18 years old, so this is considered an abuse. Oh my, what in the world can make a father do such thing to his son. Surely father have to punish his children if he do something wrong, but no such physical punishment is considered educative.

Until you're an adult, that is classified as child abuse. But if you're an adult, it's classified as assault.
He may've just had an off day though (the father), so if he takes it to court, there's a slight chance it'll be ignored. But if it's been going on for a while, it's DEFINITELY considered child abuse
