When our hairs stand out it slows the airflow that reaches our skin, and thus slows our heat loss. Just like a forest would block some of the wind, while a plain would leave you exposed and cold.

It is the opposite of turning a fan on in the summer. Unless a fan has a cold source like ice or outside air, it doesn't cool the air in a room. When it blows on you, however, it blows away the heat that accumulates near your skin, which radiates away from your body.

It's a reaction left over from older days when our ancestors had more hair.

What it does is raises the hair. The raised hair keeps in more heat for when its cold. (Doesn't work too well on us now. But seems to work fine on other mammals that we have common anscestors with).

During a time when they are afraid, the hair raises to make the animal look larger.

There was no real reason for goose bumps to leave our gene pool. As we developed with less hair, a lack of goose bumps made no real significance to our mating ability.

God made goosebumps so a man would know when he was touching a woman just right.

I think it's a natural reaction that our body has to the cold, so that it can know when to start making you shiver. Because when you shiver, your body warms up. If you didn't shiver, your temp would drop.
