It looks like someone was familiar with the phrase "cállate" and translated it to "shut up," which it essentially does mean. But cállate is the command form for tú, so it would not make sense to use unless you are telling someone what to do. If you were trying to say "Why don't you shut up," it would be "¿Por qué (two words) no te callas?"

It should read ¿Por qué no te callas? = Why don't
you be quiet or Why don't you shut up?
or
It could be the phrase: porque no te callas =
because you're not being quiet.
