A Witch Alone by Marian Green was one of the best I've ever read.
Another other favorite of mine, especially for quick ideas is The Witches Book of Wisdom by Patricia Telesco. I like Scott Cunningham reference books, and the Christopher Penczak books I've read. I've taken some of Christopher's classes and he has a very easy to follow and fun teaching style.
My favorite herbs are rosemary and ginger. And my favorite oils are lavender and eucalyptus.

I couldn't pick a favorite book, though I do like Dorothy Morrison's books. Bonewitz has some interesting things to say.
Fav herb; Rosemary, hand down. I can grow it without too much trouble. It tastes great and has many uses; purification, goddess energy, romance, relaxation, scalp issues....
Fav oil: Tea Tree, for practical purposes. That stuff is good for nearly everything. For anointing, I use lavender and peppermint frequently.
I think alot has to do with what resonates with you personally and the kind of work you do most often.

Funny that another person mentions Ellen Cannon Reed :) -- Although I do not practice "magick" in my religious path, I really like her book "The Witches Qabala" and find that it is a very good introduction to that way of looking at the world.
As for Herbs and Oils.... For cooking I like Garlic, Pepper, and Italian Seasoning used with olive oil...
For aromatherapy or other spiritual purposes, I like Lavender, Lilac, Rose, and Myrrh and Olive Oil is a wonderful medium for them....

One of the best books I've read is on natural magic. The title is Earth, Air, Fire & Water by Scott Cunningham. It includes other kinds of spells too, like Star, Snow, Mirror, and Wishing Well.
My favorite herb would have to be ginger, or lavender.

There are so many awesome books I'm not sure I can say there is a BEST book. Read a bunch of books from different authors and see for yourself.
Herbs: I love Nag Champa and patchouli, and sandalwood. Oils: I like to make my own.
