in Galatians chapters 1-2, why does Paul mention the Jerusalem council and the decisions there?

He is attempting to persuade the Galatians that works (in this case circumcision) does nothing to merit favor with God.

The Council in Jerusalem (See Acts 15) met to discuss this topic when some Judaizers came to the Gentiles saying that the Gentiles needed to be circumcised to be saved.

Apparently, there were some people who went to the Galatians claiming that Paul was a fake. Paul defended himself by saying that he went to Jerusalem and discussed the gospel with the original apostles of Jesus themselves, and that they gave him the right hand of fellowship. Paul was basically defending his authority.

To prove that obedience to the ceremonial law is to deny the complete work of Christ on the cross and that the council affirms this by not requiring circumcision.

As you read in 2:9, the pillars of the Christian congregation, church lived there. These pillars were the ones that used to walk, associate with Christ.
