I am somewhat of a healthfreak, and I'm moderately cut on most of my body.

The muscle group I'm having the most trouble with is my lower abs. No matter how many days a week, or how much protein I eat afterwards, it just doesn't seem to develop!

My question is: does anyone have any workouts I can do to get those firm, cut lower abs? Or if you have any nutrition tips, I would really appreciate it!

there are no lower abdominals. it's also physiologically impossible to target part of a muscle as muscles either contract as a whole or they do not contract at all. if you are training your abs then the entire muscle is getting stimulated. to "see" the lower portion of the abdominal with out flexing you need to have lower than average levels of body fat. unfortunately this is typically the last place that fat is lost, as it's the first place it's gained. human genetics are designed so that fat storage takes begins in the torso and extends outwards as this has the least effect on mobility.
