Different countries have different ages. Usually between 16 and 18. The ages are there for good reason. Mainly because no matter how you look at it, you're having a surgical needle inserted through your flesh. The age restriction is really for your protection.
Don't base any piercing/tattoo choice on price. Instead do your research for the area you live in and find the best. If you can't afford it rather wait. I have seen some terrible results from bad artists.
All piercings hurt, it's a needle being shoved through your skin. The pain level differs from person to person but mostly it really is in your mind. I can tell you that tongue/eyebrow are 2 of the least painful. Really, it isn't bad at all.

State regulations vary for each state and country on age but generally 17 yrs old and under MUST have a parent or legal guardian present with the minor as well as proof that they are who they say they are. Here in Nebraska the minor and parent/guardian both need a valid government issued ID and is the last names and/or address' are different on the ID's a birth certificate or guardianship paper(yes a legal one not just a piece of scrap paper) will need to be shown as well. as for price it all depends on the shop which you will need to call to find out or just go to the place. Best thing to do is call them up and ask them the age requirements for the piercing you want and how much it is.
pain tolerance is different for everyone, females can handle pain alot better then males because we have endorphins that help us cope with child birth while males don't. Most people tell me that they don't feel the tongue piercing and when I had my eyebrows pierced I barely felt it. But all in all there could be some discomfort especially with the healing process since it gets tender. What i suggest you do is read some stories at www.bmezine.com to find out what other people who've had the piercings say, keep in mind there will be some horror stories but also successes. Don't be scared to get something done because it might hurt get it because you really want it.

If you're in the US, you have to be 18 without parental permission. Prices vary depending on your piercer. My eyebrow cost $20, don't have a tongue piercing but I believe my piercer does it for $35. Make sure the place is reputable and sterile. How much piercings hurt depends on your pain tolerance. When I got my eyebrow pierced, it was literally painless. More of a pinch than anything. I would imagine that a tongue piercing would be a tad more painful and probably sore for part of the swelling time. You don't really sound mature enough to be considering these body modifications, frankly. Remember that it could always get infected and every piercing needs good care to heal properly. Good luck.

Ugh. You will need to be 18. Cost varies - go to a dematologist or other professional location with a license posted from the Department of Health. You can ask the folks in inspections at the local Department of Health about places with few violations. The tongue hurts for some people, the eyebrow is very painful. The potential for damage from the eyebrow piercing if an infection gets bad if pretty high - go someplace surgically clean to get this done!

Here its 18 on your own, or 16 with parental consent. Yes the piercings do hurt, at least for a while, and the amount it costs varies with the type of jewelery you want with the piercing.
Make sure you have it done by a professional with sterile equipment. Be aware that tongue piercings may alter the way you talk, and give you a lisp. It will also swell up initially and may make it hard to eat anything. Plus the metal in your mouth can effect tooth enamel, especially if your inclined to "chew" on your jewelery, wearing your teeth out.

You need to be 18. The cost depends on where you go. Go somewhere professional, cost shouldn't be a major factor. It depends on the experience of the piercer and jewelry that they use. Of course they hurt to an extent, you are poking a hole through your body. Some people get off on the pain, that is why they have piercings all over... That and the attention that comes.

Legally you must be 18 to get a piercing without a legal guardians consent. 14 years of age if you have a legal guardian with you to sign the consent forms and they must have proper identification to prove that you are "theirs." Price varies from shop to shop. Look to pay between $40-$60 for each. As far as pain goes everyone is different. Some people think it hurts like hell and others say it doesn't hurt at all.

You have to be 18, or 16 with parental consent.
I live in Michigan and we have a lot of Heritage Tattoo shops, and all of their piercings above the waist are $25 most shops are more expensive.
I've heard that toungue piercings heart more than eyebrows.

In Nevada you have to be 18...If you bring your parent with you they can sign for you..make sure you bring your birth certificate in either case. Piercings cost about 25 dollars plus jewelry...Yes they hurt for awhile especially the tongue..it swells and is very sore for a few days if you get this rinse with warm salt water it will help. By all means go to a qualified shop. I know all this because my friend owns a shop. Good luck

Don't do it...it's played. I got my tongue done in 1999 and as soon as it went through I thought to myself "That was the stupidest thing I've ever done." I wanted to take it out right then and there but I paid $50 for it. So, I left it in for a few years and every time I ate I kept thinking "this thing sucks" and I eventually took it out in '04. For '07 now it's passe. The eyebrow just shouts "Hey look at me, I try too hard." Don't do it, you'll regret it. Get some ink instead, but not flash, make it original.
