If your mother's roommate was on her accounts and had authorization to withdraw funds, there is nothing you can do.
If he was not on her accounts, speak to the bank about this. Is there a concern that he forged her name? If so, the bank auditor can help you contact the Prosecutor's Office with the proper documents.
Without more info on how the money was taken...I'm afraid I cannot offer more advice.

Were any of the accounts in the room mates name? If not, than that is stealing. You would of course have to prove it, but I am sure it would not be that difficult to do. If it is a significant amount of money that would be worth the cost of a lawyer, I would say speak with an attorney to see what they can do. Or maybe even the local police department may be able to help. I am sure if there are some sort of fraud charges you can bring on the room mate. Most attorney's have a free consultation so I would find a reputable laywer and talk over the phone if possible and see what your options are. Good luck!

Close the accounts before any more is taken out. They can't do anything once that happens.
How much money has been stolen? Is it in below $100 or in the thousands of dollars? Because it you're gonna get a lawyer you have to ask yourself if the lawyers fees will be higher than the amount that was stolen. You don't wanna pay tens of thousands to a lawyer only to have a couple thousand come back to you after court, you know? You need to be careful who you give account information to. The roommate should never have been able to gain access to any of this stuff, no matter what.

Firstly sorry for the loss of your Mum I know what it's like! First of all I would go to the bank just to make sure these transactions were not made before your mother passed away. e.g Debit card transactions, if this isn't the case go directly to the police, as banks have CCTV camera's inside and out. Probably the last thing you'll want to be doing at a time like this so maybe if it it only a small amount to it at a later date when you feel ready. My condolences

I am so sorry about the loss of your mom, and that you now have this to deal with in addition to that. Immediately contact the bank. Once, while we were on vacation, someone broke into our house and stole our check book and wrote several hundred dollars worth of checks. The back immediately closed the account and replaced the money stolen from our account. We had to sign papers that the bank (not we) would prosecute the perpetrator who the police found. But we lost no money.

I am so sorry for your loss. Vultures do come quickly, unfortunately.
First, call the bank and talk to a manager. Tell them that your mother is deceased and has been in the hospital for xx weeks. They will know what to do.
Go to the police and file a report. Give them documentation that she was in the hospital when the transactions were made.

Go to the DMV website, look up the requirements, then get a new tittle, it's like $25 bucks. I know you will need her old registration info, there are exceptions that can be made though with other documents. The process isn't as complicated as you believe.

Contact the police. Also let the bank and or credit card companies know. The charges may be reported as fraud, and your mother could have protection against this.
