Many clerk jobs require a driver's license, and a two year clean driving record. I don't believe there is very much chance of getting a job with the USPS. She might though, every once in a while, have a look at the jobs at USPS.com

She is better off to wait until she is 18, as many of their jobs require the ability to lift 50 lbs throughout the day, and they will not allow a 16 yr old to take that kind of job.

See http://www.usps.com/employment/employrequirements.htm

If she has a high school diploma, she can apply at 16, otherwise has to be 18.
