There are a number of grants that benefits the minorities -- but not really for getting grants to pay off bills and other personal reasons.
Go to the Catalog of Federal Domestic Assistance http://www.cfda.gov and search by beneficiary, choosing MINORITY GROUPS.
Here are some of the grants for minorities

There are many more -- but look at their purposes and who can really apply to them. Don't believe what you read about some claims that you can get grants for anything especially if you're a minority -- that's not really true

For what purpose? College, maybe. Most other purposes, no.
