Sounds like someone forgot to clean the lens, or there was a lot of dust in the room when the flash went off.
"We were told that the mixture contained sage, rosemary, marijuana, wild grass, and an old and a new yellow rose petal which is her favorite flower."
Sarah W already posted with what sounds like the likely answer, but common correspondences:
Sage - wisdom, protection
Rosemary - healing, love, purification
Marijuana - (I'm guessing you're not in the US, or in another country where this is illegal, otherwise one has to wonder where she got it in the first place) - healing
Wild grass - depends on the type. Could be prosperity, could be to give energy, could be something else
Rose - love / fondness (yellow)
Just so you know, "black magic" is a misnomer. Magic is a tool, just like a hammer is a tool. It is the intent of the user that determinse whether it's good or bad - a hammer can be used to build a house, or to bash someone's skull. It's the same with magic.

This all sounds a bit strange but there is no indication in what you have said that your mother in law is practising the black arts. It would appear that she perhaps has more of an interest in Wicca or earth lore,which is a natural and positive form of magic although that word by its connotation is not quite appropriate.
There is most likely a very logical reason for the orbs and dots appearing in the pictures as these faults are quite common with photos taken by digital cameras in different lights.
I can see no reason if she was actually into black magic why "entities" or whatever you think they maybe would be making themselves known to you all in this way.
The concoction of herbs and flower petals does not make any particular sense, maybe you have the ingredients wrong.
I would doubt if this combination would serve any purpose either used as an sachet to be worn, or to be consumed or inhaled in someway.
It has some vague similarities to a basic protection formula
If this is, as you say her signature concoction then you need have no fear. For she is very obviously still very much a novice with little understanding of herb lore and the use of herbs and flowers in the making of "remedies",potions for whatever reason.
The rose is linked to sentiment and reunion and if the yellow rose is her favourite flower then it is extremely doubtful that her intentions are anything other than positive and may be an indication of her feelings of loss or wanting to bring back something or someone who was important to her life and one of her reasons for being when she was a younger woman.
Many women turn to herb lore and the practise of Wicca when they in there forties or fifties. It seems that while many teenagers and young people show an interest in "witchcraft and the occult" it is for them usually a passing interest that fades once the thrill of experimentation has passed.
But many women and also men in their middle years who have found no solace with mainstream religions and feel let down by them for one reason of another turn to the old ways of pagan worship and nature.
As long as her practises do not infringe on your family in a negative manner then I can see no just reason why you would feel the need to interfere with her life and interests.
If you are concerned, then speak with her about it and find out from her mouth what her beliefs and practises are.

their is no black magic it's all in the use.magic Wicca and the occult are not the same nor are they all evil.how did you find out it had marijuana in it did you have a chemical analysis ran on it the "ords" where just dust and yes people do give loved ones herb pouches

Sweetie you're being paranoid...
How do you know that these herbs were used to cast spells? I don't even use herbs unless I'm cooking, and most don't generally use herbs for spellcasting to begin with. Did it occur to you that maybe it was JUST herbs? Who told you what was really in the herbs? Do you know them to be credible?
Orbs and dots generally are just light variations...

Relax. I am a witch and the ingredients in the herbal mixture are for protection and removing curses and hexes. I personally wouldn't use marijuana in such a mix as it is illegal and giving it as a gift to someone could get them in trouble. Perhaps there was an error in identifying that ingredient?
Either way, it is obvious that your mother-in-law felt that you needed protection. To make an amulet such as that takes time and energy. It was very sweet of her to make that for you.

I've had friends in the past who practiced the Dark Arts, NOT A GOOD IDEA!!! There were alot of strange and weird stuff that went on in their home, once I found out what they were doing, I stayed away. I'm a Roman Catholic so these thing kinda didn't seem right to me. Each to his own, but I think these folks are messing with things that should be left alone!

there are many types of different magic and by the sounds of it is does sound like she's a wiccan who does "white magick"

It sounds like she's just superstitious. Most people wouldn't give it too much attention. If she is trying to put spells on people, you may want to get her to see a doctor or priest.
