For a revolver, Heritage Arms in the 22LR/22WMR convert are good inexpensive revolvers. They run anywhere from $160 to $220 new.
When I was looking to buy .22 handgun...Heritage Arms was my first pick. A friend of mine has one. The only reason why I didn't buy a Heritage was...I found a Ruger "Old Model" Single Six 22LR/22WMR convert. revolver for $170. A great buy for a 40 some year old wheel gun. The gun shoots like any other gun that's been well cared for.
The only down point of the Heritage .22, the firing pin MAY have to be replaced after 2000 rounds. My buddy had to have his replaced after 2000 rounds. He replaced it himself, though I recommend having a professional do it. Its still a good cheap gun.
As for semi-auto .22 handguns. I'm looking to get one myself. I've shot Ruger Mark II, Mark III and 22/45s. All three guns are nice shooting guns. Not to sure of all the prices on these guns. But the same friend of mine who has the Heritage, paid $300 for his 22/45.
I'm also looking at the Beretta Model U22 NEOS .22. You can get one for $250. I looked at this gun at a local gun store. It felt nice in my hand. Have not shot one yet though.

I'd look at buying a S&W or Hi-Standard 9 shot revolver. Should be able to find them used in the 250 range. A revolver is such a nice point and click interface and not prone to jamming problems. That .22 is such a dirty bullet, it can cause auto pistols to have fits with jamming if you fire it a lot.
Also you can get some pretty cool colt style clones (think cowboy pistol) in .22 such as the ruger bearcat if that is your style.
Cheap and reliable says revlover all the way as far as a .22 goes!

Look at Heritage Arms revolvers. They have some nice .22 revolvers that can be had for about $190 brand new. They are priced several hundred dollars below S&W and Ruger and are just about as reliable. They are by no means junk guns. Check out the link below.

Sig Sauer Mosquito. About 300 or so and very reliable. Use cci blazer .22 ammo though and it may take a couple of range sessions to work out and break it in. But I have a friend who has one and the first couple of sessions would jam but we got the right ammo and worked in and it works flawlessly now. He has had it for about 2 years.

go with the ruger mark II. the gun is inexpensive, good shooting, parts are cheap, and there are some nice accessories to go along with it.
