Our neighborhood wants to start a Neighborhood Watch program. Any suggestions?

We have one and I'm a block captain. The only problem is that some of the old retired folks get carried away spying on all the neighbors and constantly complaining about everything. At least at the monthly meetings, I hear about what is going on in other neighborhoods close to mine and what the police are doing about it. We do get better police presence by having a personal contact with their neighborhood police officer.

The police in your area will give you all the answers you need. Be careful.

I thought that we had got past the level of poverty that made it necessary for neighbourhoods to share a watch. Can they really not afford to own one each?
