She is not an outside dog but she does potty outside. I know she does not have fleas. Could it be dry skin? Since we do live in the Mid-West?

How do you know she doesn't have fleas? Have you checked her for flea dirts?

Even if she was an indoor-only dog she could still have fleas.

There are many things that could be causing the itching, but fleas are the most likely cause. If not that, it could be skin infection, allergies, mites, hormonal imbalances. I suggest you get to a vet to find out which so you can treat properly.

Ok, to make you feel better i am a dog specialist. What i do is whip it with a stick or maybe a newspaper everytime it scratches. If that doesnt work give it a bath and use sexual lubricants to rub it down. Rub it gently but not too hard to draw blood. Then you mush stroke its legs. This will make it relaxed and calm. If that doesnt work scream these words: NO SCRATCHING NO SCRATCHING at the top of your voice and stop him from doing so
