I use tables for a lot of different documents - not just data tables. Tables are excellent for forms.

Create a practice table -- call the file "practice"
right-click on an empty spot on the toolbar and select "tables and borders toolbar."

The table you inserted has lines around all cells.
Get rid of them so you can underline the cells you want.
Select the whole table
on the Tables toolbar, click the down arrow by "line style" and select "no border"

now, click the down arrow next to the "borders" button and select the square with the cross inside (called "all borders")
all the borders will be gone.
what you see are gridlines (guidelines)

When you want to have an underline, select the cell, click the down arrow by line style, select a style.
click the down arrow on the borders button
click the button which the line on the bottom

now you know how to create an "underline" for someone to enter data.

If a cell is too small, select a couple of cells and click the "merge cells" button.

If you want to split a cell into two smaller cells, select a cell and click the "split cells" button or click the pencil and draw a dividing line.

Have fun.

I'm assuming you are using Word and you want to make blank lines across the page. On the ruler at the top of the page click right at the far right hand margin (such as around the 7.5 mark). This sets a tab. Now, press Ctrl U to turn underline and press tab. Voila a line appears. Press enter and press tab. another line appears.

This ensures all lines are exactly the same length.
