He is 10 months old, and was fixed when he was only 4 months.

He did not have an erection - so what were those bulges? Is this normal?

I never saw this before.

These are the bulbs of his penis. This is what would cause a tie between he and a female. It's very normal, it happens when they become excited. No worries.

Bulbourethural gland to be precise.

OK....for the "unaware", here is basic anatomy........there is the penis. That stays when neutered. Then there are the testicles. The "balls" that live in the scrotum, or "sac". The testicles are removed at neuter. At the base of the penis, is the bulbourethural gland. When breeding, that would swell inside the female to allow the "tie"...when they become "stuck together". That is NOT removed during neuter and can still become somewhat enlarged when the dog gets an erection. When neutered, the erection is usually not as "big" as it is when not neutered, but they can still get them.
The balls cannot not fill with urine. The bladder is INSIDE the body and you cannot see it or tell when it is full by looking at it.
The bulbourethural glad is always there and you can feel it fairly easily.

I'm not familiar with what specifically causes those bulges but with our boy puppies they seem to get smaller after they've been outside. So it could just be his bladder or something.
But it doesn't hurt to bring it up on your puppies next vet visit.

He probably had to pee really bad. My dog is neutered and when he has to pee really bad his balls fill up(I guess) It's nothing to worry about. It's actually helpful to know that your dog needs to get outside and do some business.
