I ignore people who ask for some of my food, unless it is a teenager. I usually yell at them and explain how rude it is. If I'm eating my lunch at work or at the mall with my daughter, it is MY lunch. I gladly donate to food banks all the time, I donate to charity... but ugh, I hate people who beg.

If you feel they are out of line than perhaps try to avoid them or excuse yourself come snack time.
Personally, I think it's rude to EXPECT someone to give you their food in general but it can be considered rude to eat in front of others without offering a morsel.
