You need to do some cardio exercises (like running or using the elliptical machine) for 30 minutes three times a week. Combine the cardio with crunches every day and your stomach should go down. Crunches without cardio generally does not help much, so get running!

Some of that "puch" might not just be belly fat. Because you had a C-section, the lower muscles of you abdomine were damaged to remove the baby. You need to start rebuilding these muscles. Crunches or any exercise for the lower abdomine will slowly help. Also the previous person is very correct regarding the way your body rids itself of fat so be careful not to over do a small area.
Good Luck!

If your stomach swells up from the stomach exercises, this is most likely water and/or gas.
Continue the exercises, quit a few days before your big event.
Find the perfect undergarment for that dress, they make EVERYTHING now that should hold you in where you need it.
Drink plenty of water, it helps flush your body.
If you're really dedicated, consider colon hydrotherapy to help flatten that whole region.

You can't control which part of your body loses fat, by doing a specific excercise (ie 1000 crunches a day to get rid of stomach fat will do nothing to flatten your belly). Good thing in yoru case, since stomach excercises make your tummy swell up; they're useless anyways, so no big deal =D
Your body looks at fat as one long continuous thing. Even though you differentiate leg fat from calf fat from belly fat, your body does not. It sees fat as continuous. The only way to lose fat from your belly is to excercise and diet (take in fewer calories). You'll lose the belly fat slowly, since you'll also be losing fat from your whole body.

jumping jacks and jumping side twists are easy to do, low stress on your body and joints, and work by far the best in creating a flat and toned stomache

Cardio and eat right. Do core excercises. When doing excercises, tighten your abs inwards (almost sucking in). This will train your abs and avoid having protruding abs
