Contragulations, you have fallen into a fallacy. Why not ask why God allows anyone to die period? This is nothing more than a re-hash of the classic philosophical question - Why does God allow evil things to exist?
Besides that no believer is calling the works of God magic. God created the universe and its scientific laws. The work of many religious people in science should have made that clear to you by now.

by way of fact God gets to respond to prayer as God sees in high-quality condition. Your questioning is constrained to the container you're in. God can answer prayers that a suited companion come into the existence of the "limbless individual" and be there to love, help and settle for. You cut back God to "new limbs" in the LITERAL experience. In God's way those "new limbs" won't look like the lacking ones. yet on account which you needless to say have not got faith, no longer something pronounced right here concerns till it performs into your time table.

Because everyone’s imperfection will be fixed in Heaven. If the lord fixed them here there would be no need for Heaven. There are some things that happen that in the long run will make a person stronger. Life is not meant to be easy everyone has trails that they have to overcome sometimes they are physical other times they are mental or emotional. If God fixed everything he’d be like a parent who never lets the child fly the cope. Plus God can’t always answer someone’s pray like they want it to be. Take that movie Almighty Evan if the Lord answered the pray of everyone who prays to win the lottery then there would be no point as you might end up only getting a few dollars maybe less. Plus God knows you better then anyone he knows what you truly need, he knows what you can truly handle. Even if you don’t realize you can handle it.

He can. I think it's possible that He doesn't for the same reason Jesus spoke in parables.
Mark 4:11-12 He said to them, "The secret about the kingdom of God has been given to you. But to those on the outside, everything comes in parables (12) so that 'they may see clearly but not perceive, and they may hear clearly but not understand, otherwise they might turn around and be forgiven.'"
Because many are called, but few are chosen. (Matthew 20:16.)
If limbs were being grown all over the place, people would have a hard time denying that God exists and would feel forced to worship Him. What kind of choice is that.

Atheism is a dicipline requiring all others to work for there cause as they appear to consistently ask those whom believe in a higher awareness (God) to "proove" they are wrong in their athiest beliefs.
As the idea of a higher consciisness than out won is n ot science proof lies within the athiest personal or failing to discover the self.
There is not other way but self discovery.
Many Athiest have a concept of "God" as being "someone whom is majic" and can change this "at will"; you blew it 100% and I suspect Christian fundementalist helped you with their holy attitudes of punishements, hell and the lake of fire routine for you "non-believers";
God is a collective awarness, God is ALL THINGS and is aware of each.
The religions and bibles of the world tried very hard to get it all down correctly and thier interpretations are very poor and at best, so-so. The views of biblical events were highly distorted threw the filter of mankinds biasness and Ego.
It was the ego that made God something to fear and the lake of fire soon followed in those same footsteps.
Fire is symbolism of power, it is an ancient symbolic icon and the modern view was of course a "Literal one"...
I look at questions like this and ask ; is this for real, or maybe it is a joke, but I have to consider all sources and render some truth.
As God is All Consciousness, God is a part of you, a part or portion thereof of all things and with that said consider God elects to experience this third demension we call "earth" with all it's rules and regulatiuons of science applied as this is Our agreements of "a physical world"; to answer your question: you ask why God does not heal the ones absent legs and so on; I sybit why would God elect to remove a portion of this third demensional rule of physical injury as it would remove a portion of the experience God wanted in the first place.
This is a complexity of reality; in the fater life, as many say it is, there are countless other relams and demensions to visit. Reality is not about Life, Death , Heaven or hell as this is a childs concept and a simpletons method the Churchs literaly interpreted...
Life is boundless and endless....enjoy!

God doesn't always answer prayers.
Sometimes He ignores them for a good reason & sometimes our prayers aren't truly in our best interest.
If God answered all prayers, then faith & belief would not be needed.
He wants us to believe without seeing.
He has already has shown us the way we should live when He sent a branch of Himself down to earth.
The meek shall inherit the earth.
A man with lost limbs will have his limbs again someday, but not during this short life on earth. God will repay him someday for his hardships during life.

God made them like that for a reason.
It's all part of his big plan.
There is a reason they're like that, they just might know why yet.
Instead of praying for new limbs, pray for God to show you what he wants you to do.

What, you think God should make himself available for our every little problem down here? Even though I don't believe in God in a conventional sense, I happen to take extreme exception to the idea of a God who takes care of us and caters to our every misfortune. Woe is us, really. We're temporary creatures, we're here for a short amount of time, and the consequences of our actions and those of those around us should mean something, and it should last. If God fixed us every time something went wrong, we'd all live forever, and we'd all know God exists, and we'd be a bunch of sniveling little babies needy of God's attention.
If anybody wants that, please thumb me down, so I know that you exist, and just how many people (percentage-wise) I have to be extremely disappointed with.

well for one, Its because the people that lost those limbs probable did something to themselves for the reason they lost it. So why should God fix someones mistake? If he did that no one would learn from mistakes. And since your an "Atheist" why do you care what God does anyway? Since you don't believe in him
