The Hell you are referring to in that scripture reference does not exist yet. When it does come into existence after the final battle of Gog and Magog it won't be the "new" Hell, it will be the first and only Hell. Other references to Hell in the scriptures either refer to that Hell or to the Hell of living in sin and without the presence of God in your life via the Holy Spirit.
Remember, where we end up in simple terms, Heaven or Hell, is not determined until after final judgement. So those two "places" don't exist yet. People that are dead are waiting to be resurrected and then judged. This is not Purgatory, but a "world of spirits" referred to in the New Testament in reference to where the Savior was for the three days before his resurrection.

If you believe in a just and loving God, you wouldn't need to ask this question. The Bible tells us that whatever a man sows, that he will also reap (Galations 6:7). If God allowed someone who had spent, say 60 years defying him, to suffer torment for all eternity it would be neither loving or just on his part.
