Is this encouraged or discouraged by the Catholic Church?
Does this ever happen?
Do they both become the same Rite, or would they each keep their same rite?

It doesn't make a difference. Both are in full communion with the Pope. I am technically baptized as a Western Rite Catholic. My fiance and 99.9% of my culture was baptized in an Eastern Rite Catholic church, but it makes no difference. I received the rest of my Sacraments in an Eastern Catholic church, and my brothers, who were baptized in an Eastern Catholic church received the rest of theirs in a Western Rite Catholic church. My fiance and I are getting married in an Eastern Rite Catholic church. Basically, it makes no difference....because they are both in communion with the Pope.

In addition, I attend Mass at both churches. They are a bit different in the traditions they have as far as Mass goes, but they never contradict eachother. The Eastern Rite Mass is done in a different language at the church I attend, Arabic and Chaldean (a form of Aramaic)...and has some older traditions...but like I said....they do not ever contradict one another.

Yes.

Both Latin Rite (Western or Roman) Catholics and Eastern Rite Catholics are fully in communion with the Pope.

Catholics can marry anyone:
+ Other Catholics from the same rite
+ Other Catholics from a different rite
+ Non-Catholic Christians
+ Non-Christians

They may keep their own rite or join that of their spouse, whatever they like.

It happens and there is no problem whatsoever. The couple must simply decide which Rite they're opting for for the wedding and then get on with it.

A more serious decision concerns which Rite they will have their children baptised in. That can have serious implications for later life - serious but not problematic.

Catholics can marry all and sundry: + different Catholics from the comparable ceremony + different Catholics from a various ceremony + Non-Catholic Christians + Non-Christians they'd save their very own ceremony or connect that throughout the time of their better half, in spite of they prefer.
