You can use your Birth Certificate as proof of identity when applying for a NI Number ....

NB it's extremely unusual to have a passport but no NI number (if you have lost it, your NI number would be found on any of your old Payslips).

You should be able to get your National Insurance number through your local benefits agency. If you are employed, it will be on forms P45/P60 given to you by your employer. If you are self-employed, it may be on your tax return, or your accountant will have it.
I have just checked my passport (issued June 2002) and mine doesn't show my NI number. So unless it is something new, your NI number won't be on your passport anyway.

You should have your National Insurance number in your files. It has nothing whatsoever to do with your passport.
