Morton's at kierland, P.H.Changs at the Waterfront,Tommy Bahamas at kierland.
Myself pick Garcia's resturant ( the original) west phx.

I agree with Allen, Ocean Club is a great place. The lounge area is where it's at as far as socializing, grabbing a drink or a quick bite. If you want something more intimate or formal make a reservation and get a table in the dining room. The tables in the lounge can be tough to grab since it's first come first serve and on busy nights (which is pretty much every night) it gets very loud in that area.
I also like Barcelona, which is right on the other side of Scottsdale Rd. The food is great and if you go on a Friday or Saturday night you can stay after dinner and party it up with live entertainment/dancing/night-club atmosphere. It's typically packed in there later into the evening although it's a pretty mixed crowd...not all "kids".
Another place worth mentioning that has great food and attracts a well heeled social crowd is Sapporo on Scottsdale Rd. They have full service Teppan tables and fresh sushi but the Patio is the place to be.
Really there are a TON of places in Scottsdale you could go but those are a few of my favorites for dining and hanging out.

Mastros is great and Ovean Club is great. They are owned by the same family. The Ocean club is a little more hip. Mastros feels a little more stuffy, kind of like an old boys hang out. Food is as good as any I've had in New York. Eddie V's is ok a little too dark and food is hit or miss. I don't recommend Flemmings here. Nice decor but food is not on par with the price.

You cannot go wrong with any of the Mastro's restaurants including Ocean Club in Kierland.
