I have a friend who did that exact thing -- married a woman from Germany at the court house. He did need one witness for the proceedings. The government does check on intra-national marriages though; they follow up to see that you meet their requirements of being "officially married", and not just marrying her to get her US benefits. That is a weird process; what's an official marriage? A while after the wedding, they questioned my friend and his wife separately to see how much they really knew about each other. My friend got married before 2001, so I imagine they look into the German person's background even more closely now.

I did this last feburary. She will need to have a valid visa, either tourist or working. they will not marry you on a passport alone. She will need her orignial birth certificate ordered from the government in ENGLISH!!! They will not do it other wise. Depending on your state you may need something like a blood test or something, then you can arrange with the courthouse for a date etc. you will need 2 wintesses, and for immigration purpouses have someone take LOTS of pictures!! (this is the easy part, once you start the immigration stuff it gets tricky, I am 2/3 done with this process at the moment) if yo uwant any more help feel free to message me

NOTE:
You will also need your drivers license and your birth certificate: state ordered with the seal!

Depends on how old she is . If she is over 21 I think 'yes' . If she is a minor , forget it .
Make some inquiries ahead of time . Go to the court house and get the paperwork started .
Good Luck

I'd also suggest contacting a consulate/embassy and find out what needs to be done. you can find a lot of phone numbers/emails on line.
