It may be possible that other people had boat. In fact, I would say that it was likely.
However, if you study the flood, it was very destructive. The Bible says that "the fountains of the deep burst forth" and that the oceans were poured over the land, in addition to 40 days of rain. This means that there were all kinds of tectonic forces happening and that the waters weren't exactly like a quiet pond. Unless you had a boat designed to withstand this punishment (like the ark) a tiny rowboat or even a sailboat weren't any good.

I don't believe so. The reason why they made so much fun of him was because it never rained like that before. Though they may have had bodies of water near by, they were probably no more than a small lake. Even if they had sailed away, there still would have been no possibliity for food during the flood. Not too many people can survive more than 40 days without food. Remember, it wasn't until long after the rain stopped that land appeared. Their boats would have been destroyed in the storm, anyway.

According to my research and construction of replicas of the boats of the days of Noah.
They were building boatof 60 to 70 m in length capable of travelling at around 18 knotts
There are recordings of these boats crossing the atlantic on regular trading runs.
Noahs arch was about the size of a modern aircraft carrier.
The fact that there were many boats about in Noahs time tend one to believe that most coastal people would have survived.
It is very difficult to acertain which flood Noah was involed with, as he lived in the Saudi desert. There are record of tidal waves but nothing like the bible description.

At that time no boats were built that could withstand the fury of Gods wrath. That's why God had to give Noah specific building instructions.
