I dislike these questions because there's no right or wrong answer. This is Yahoo! Answers after all, not Yahoo! Opinions.
It's both. It's either. It depends on how YOU define each. ANYTHING can be a sport. Think about it. You are already wired to believe certain things but does it really make ALL of them true? Chess is a sport. Jump-roping is a sport. Football is a game. Baseball is a game. Beauty is in the eye of the competitor, athlete, participant, etc.
It's a question that gets right to the heart of the philosophies behind the definitions society has used for generations. Since there is no quantifiable average from which to judge (i.e. short, tall, light, heavy), there is no right or wrong answer. Rather, the best answer is the one that notices the absence of a correct answer, supporting it with reason and logic. At least in this forum.

p.s. In my opinion golf is a sport. I have played basketball, volleyball, lacrosse and soccer (I don't now due to a torn ACL). Now I play golf and you have to work SO hard to improve and it is not a game like basketball or soccer where you can practice a couple times a week with the team and go out and do really good on the weekend. Golf takes consistant practice and to be able to improve.. you have to be able to work at it and give the time. Even tho I had surgery last month and I am in a big brace on my leg.. I still go out to the driving range and hit golf balls.

People over-complicate this question. Golf is, by definition, a sport. Check your dictionary if you don't believe me.

Golf is a sport. Ever walk a mountainous course with a bag of metal attached to your back? You're exhausted at the end of the day. But it's worth it because it is the best sport on the planet!

Its both...Its a sport in the fact that you need to practice and spend time at it to improve but it is also a game which you play with friends for a good time. (Hence why most athletes enjoy golfing so much)
