Hi Garry,
Look at the 3/16 line from the valve cover to the intake manifold, probably black plastic and near the rear of the valve cover. You DO not have a PCV valve. The fitting in the valve cover is an oraface that cloggs easily in poorly maintained engines. The plastic tube will also clog. Pull both and spray brake cleaner through them. Enlarge the plastic oraface by 1/32 " to reduce clogging due to blow by. If bad enough, see if the fitting at the intake is clogged also.
If the oraface is clogged, the blow by fumes cannot get out and that 1" tube to the outlet of the aircleaner will blow them and oil into the air filter area. FYI..note a plastic reducer in the outlet of the air cleaner box..Pull it out for more air flow!!
Good Luck

I had a problem with this in my 89 Cherokee 4.0. It already had 170k+ miles on it, so I just decided to contain it, instead of ruining my air filter many times over. Just go to a NAPA and get a valve cover breather that will fit. It will still breathe, but will not oil up your air filter.

How many miles on it? You could be starting to show excessive blow by. Thats when some extra gasses get by worn rings. You should ch. your pcv valve. If this is plugged, the carnkcase preassure will go to the air filt. Since its just a bit, I would put synthetic oil in it, check the other stuff, and just keep an eye on it. Remember! the jeep is 17 yrs old. I would`nt worry too much though. At this age, a little more maintenance is in order

One way to see if your engine is OK, is to take of rocker cover and listen to see if it gets much noisier. If it does engine is on its way out.
Gaskets go sometimes.
If your heater is 'not' blowing warm air could be low on water.
Does oil blow up dip stick?
I know all oil filters can get dirty, but covered in oil... ney, should not be soaked! Something needs looking at.
Think you need to take it to a mechanic because you cannot always tell these things, unless you have a look at what is going on.

i had the same exact jeep.the rings are weak so you get compression blowby into the crankcase which goes through the pvc hose to your air box soaking the filter.

Blown head gasket or old rings allowing blow-by. Change your oil, if its milky get ready to spend a lot of money or have yourself a small electrical fire. NEW CAR HERE I COME.
