I know of a girl who said a Moslem man wanted her to sign a piece of paper he wrote so they would be legally married before they had sex. He had a wife back in the middle east.

For your friend there, that sounds like a scam. In their belief system, they are allowed up to four wives, BUT each wife must be cared for at the same level (financially and emotionally) as the first wife. If he lacks the means to support more than one wife, then he only gets one wife.
It is also a real and legitimate marriage, not some hoax so a guy can get laid.

No, the man is trying to scam her.
Firstly the original wife must agree, secondly a proper marriage ceremony must be performed.
Each wife must be treated equally and with respect.
It seems to me this guy is just trying to have a quickie while he's on holiday.
